North American Management has been tasked to provide expert services to the Federal Aviation Administration, Civil Aeromedical Institute in developing a selection-oriented job-task analysis of the 6000 FAA employees in the Airway Transportation Systems Specialist (ATSS) position using proven job analysis methodology featuring survey, focus group and statistical analytical techniques. The goal of the process is to clearly understand the ATSS job tasks and the Knowledge Skills and Abilities (KSAs) necessary to perform the 2101 Airway Transportation Systems Specialist position. North American Management, along with its subcontractor, American Institutes for Research, is responsible for a variety of tasks including: developing draft Knowledge Skills and Abilities (KSAs) and task lists based on previous job task analyses and survey results, and site visit observations; conducting Subject Matter Expert (SME) panels or focus groups to review and results with FAA to protect the integrity of the process; provide Task and KSA list to FAA for inclusion in a survey to the 600 ATSS employees; determining sample size; reviewing job analysis survey; analyzing survey to determine whether or not it was representative of the ATSS workforce; analyze survey results to determine similarities and differences in the ratings of job tasks and KSAs among the different demographic groups in the survey population; analyzing survey to determine common critical tasks; conducting/ facilitating linkage panels to review edit and revise the job task and KSA lists; producing technical reports outlining the methods and outcomes of this Selection Oriented Job/Task Analysis for the Airway Facilities Field Maintenance Workforce, taxonomy used for organizing ability statements, and SME Panel Memorandum Reports.
