North American Management

has provided direct administrative and management support in over 300 Public Housing Agencies in managing their public housing programs properly, including; ensuring proper governance, organizational structure, policies and procedures governing human resources, management methodologies, contracting, procurement processes and procedures, and any other areas associated with public housing operations. North American Management established and implemented sound standards, practices, and procedures for real estate management, including the identification of best practices for asset management and viable management methodologies.  North American Management operations services include:

  • We supported Public Housing Agencies in administering and managing all operational aspects of public housing programs.
  • We established, implemented, and published policies and procedures to address recruiting, hiring, and all personnel practices to ensure that the PHA is in full compliance with organizational human resource requirements.  We ensured effective governance and a strong organizational structure for an agency, ably staffed with trained and competent personnel.
  • We strengthened the management structure and established processes to ensure efficient and effective unit turnaround; rent collection; lease enforcement/eviction; rent reexamination; rental application; modernization; maintenance; inventory; purchasing; grants application; community and resident relations; finance and budget; and security.
  • We established an effective, efficient, and legally sufficient contracting and procurement function for an agency in compliance with all applicable statutes, rules and regulations.
  • We developed and implemented a plan for improving safety and security in the PHA’s developments.
  • We provided support to enable a public housing agency to make a successful transition to asset management, ensure appropriate repositioning of the Housing Authority’s AMPs, and manage the program funding properly in compliance with all applicable statutes, rules, and regulations.
  • We developed the capacity of staff to function as an asset manager and rental agent based upon sound and effective procedures for real estate management.
  • We established and implemented a strategy that includes methodologies; thresholds; investment policies and procedures; performance monitoring and quality assurance procedures for asset management and repositioning.
  • We developed site-based budgets for all applicable assets (developments), and review and monitor site budgets, costs and revenues for sites under contractor’s management.
  • We established and implemented effective real estate management processes and implemented standard operating procedures for management of all or part of the PHA’s real estate portfolio.
  • We provided a Public Housing Operations Summary Status report that evaluates public housing operations, policies and procedures, and procurement and contracting provisions.  In addition, the report provides an organizational structure governance profile.
  • We provided a Public Housing Operations Improvement plan that describes the technical assistance to be provided to the PHA staff to ensure the successful management and administration of the PHA.  Further, the plan describes the steps necessary to implement effective Public Housing operations, which may include provisions to improve security in the PHA’s development and provisions to assist in the repositioning of the agency’s assets, while maintaining compliance with all appropriate federal government statutes, rules, and regulations.
